In a real "Duh!" moment, CNN realizes that prison inmates are also cheating us out of our tax money.
How else are they going to get enough scratch to buy those drugs and cell phones?
They even figured out that refunds under $5000 are unlikely to be investigated.
Even better (or worse) they fill out forms for others in order to take a cut from their check.
Best of all is that some of the refunds are sent directly to the prison and no one seems to care!
